Technical writer explain things. They explain how to use VCR, how to use computer programs, how to install telecommunication switches, how to operate blood-testing instruments.

Technical writing is not profession in the sense that medicine or law is a profession. You don’t need to pass exams or be certified

I agree with Musivntr99. It is very odd that you don't fully grasp the English language. However, I know you do mean well, but you need to really practice to be good technical writer. It is easier to become one if you are a native speaker, but it still can be done if English is not your first language.
